Nejprve si ověřte skutečnou rychlost připojení třeba na www.dsl.cz .

dle dsl.cz:

technici mi už prověřovali linku prý bez vad.

To je zajímavé. Upload je vcelku OK, ale download je 10x pomalejší. Zkste restartovat modem, případně další síť. prvek v datové cestě. Myslím, že tohle nevypadá na závadu v PC.
